Sponsors say the bill would overhaul parts of the National Environmental Policy Act of 1969, which they argue has become a years-long bottleneck for major construction. A central provision would shorten the statute of limitations for NEPA lawsuits from six years to 150 days. Supporters contend that tighter timelines and narrower reviews are essential if the United States is to build the data centers and power plants demanded by generative AI.

Rep. Bruce Westerman (R-Ark.), chairman of the House Natural Resources Committee and the bill’s lead sponsor, cast the measure as a matter of national strength. “The expansion of AI computing power for both civilian and military use is a national imperative,” he said, arguing that Washington must keep pace with China.

Industry groups lined up behind the effort. OpenAI, Micron and Microsoft publicly endorsed the legislation, a rare alignment between Silicon Valley and House Republicans on federal permitting. Lawmakers and companies alike warn that electricity demand from AI training and inference is straining the grid and that new generation and transmission cannot be delivered under current review timelines.

The path to passage was turbulent. A last-minute revolt by some conservatives nearly sank a procedural vote after they demanded concessions on renewable energy. GOP leaders responded with amendments that would preserve earlier executive actions restricting offshore wind and other green-energy projects. Most Democrats opposed the final package, saying permitting reform should speed clean power rather than lock in what they called a “broken permitting status quo.”

Rep. Scott Peters (D-Calif.), who has supported broader permitting changes, argued that the House bill does the opposite. A durable, bipartisan rewrite, he said, is more likely to emerge in the Senate.

The House action arrives as the Trump administration unveils a parallel talent push. The U.S. Tech Force would recruit about 1,000 engineers and technical specialists for two-year tours modernizing federal AI systems. Participants are expected to work with private-sector partners including Amazon Web Services, Apple, Google, Nvidia, Oracle and Palantir. Scott Kupor, director of the Office of Personnel Management, described the program as part of a larger effort to remake the federal workforce and tackle high-stakes technical problems with industry help.

Together, the SPEED Act and the Tech Force amount to a two-track strategy: cut regulatory delay on the one hand, and inject specialized talent on the other. Policymakers increasingly describe the electric grid as the binding constraint on U.S. AI growth. Data-center clusters already face multiyear waits for interconnection and generation, and both parties acknowledge that computing capacity has become a factor in economic competitiveness and military planning.

The bill now moves to the Senate, where its prospects are uncertain. Supporters will press for rapid consideration, citing competition with Beijing and the risk that capital and chips migrate elsewhere. Critics will argue that compressing environmental review and shrinking the window for legal challenges would weaken public oversight of projects with large land, water and emissions footprints.

House passage has already sharpened that debate. The vote leaves Congress to decide how fast the country should build the physical backbone of the AI era — and how much of the 1969 environmental statute it is willing to rewrite to get there.

WASHINGTON — The House on Friday approved legislation aimed at accelerating federal permits for large artificial intelligence infrastructure, a closely divided vote that underscored both the political fight over environmental …

[1

post-498","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news
["GET
